• Farms - increases population limit by 500 people
  
• Shipyards - allows the build or repair of 1 ship per update
  
• Docks - allows the resupply of 1 ship per update
  
• Schools - increases tax income from an island
  
• Clinics - increases population growth rate of an island by 2% per update
  
• Laboratories - allows increased tech spending
• Barracks - supplies 500 marines to defend an island against enemy marines and spies

Improvements are the key to a good Sea Powers player. You need an assortment of different improvements, not just one and leave the rest in the slumps.
